Realization competition for new community center building (town hall with museum) in the district town of Olpe, idea competition for networking community center - Bigge - city center
Description: The district town of Olpe wants to build a new community center on the site of the former train station in the city center. The term "community center" was chosen deliberately: The building should functionally consist of a town hall as the seat of the administration with around 100 employees, the city library and a museum with corresponding additional uses and larger ones, which can also be used by the citizens, public areas, including opportunities for a small catering service for employees and visitors. The city is to be redesigned along the Bigge, which is expected to be uncovered again, until the Biggesee begins at about 500 m. Therefore, the competition task includes the realization competition for the new building of the community center (town hall with museum) as well as an ideas competition for the networking community center - bigge - city center. In doing so, references of the building to its surroundings are to be taken into account and made taking into account the ideas from the ISEK in progress. Since the dismantling of the former central bus station in front of the former station building is a central element of the previous results of ISEK, this idea can be taken up and brought into connection with the environment. The urban, functional and design references to the old town are therefore also important. Particular attention is paid to the area surrounding the town hall, as the building needs an attractive appearance from all four directions. In this sense, there is no "back". Expansion and reduction options for the different areas of use must be possible independently of one another (flexible use).It is also important to deal with the existing former station building and the signal box building, which are not listed buildings. Whether partial dismantling or maintenance or complete maintenance or dismantling of both structures with the respective integration of the new building is up to the competition. For the "administration" area of ??use, there is a political requirement to implement a NewWork concept with non-territorial work and the separation of the work areas into the front and back offices. Based on Dutch examples such as Venlo, around 80 jobs for around 100 employees are to be created in Olpe, taking into account employee health in terms of design and material (rate: 80 %). Diverse and different job offers should promote project work, employee communication and task orientation. Special administrative units must be taken into account in the design (e.g. regulatory and social area as well as city library).Citizen contact should be ensured through an appropriate number of publicly accessible meeting areas that can also be used for other purposes. A high level of sustainability, based on the BNB guidelines, and energy efficiency combined with the economic efficiency of the building in terms of construction and long-term maintenance are essential guidelines for which the competition aims to find optimal concepts and solutions. The building should be sustainable over the entire "life cycle", i.e. from construction to operation and later disposal. Ecological, domestic and healthy building materials such as wood can also be taken into account. The aim of the competition is to find a suitable contractor (architect, interior designer, landscape architect) for the further planning services using alternative and optimized concepts.
